Green River, WY

The Board of County Commissioners met this day at 8:30 a.m. in Regular Session with all commissioners present.  The meeting opened with the Pledge of Allegiance.  

Approval of Agenda

Chairman West entertained a motion to approve the agenda as presented.  Commissioner Johnson so moved.  Commissioner Van Matre seconded the motion.  The motion carried.

Approval of Minutes January 16, 2018

Commissioner Wendling moved to approve the minutes dated January 16, 2018.  Commissioner Kolb seconded the motion.  The motion carried.   

Acceptance of Bills

Approval of County Vouchers/Warrants, Bonds, and Abates/Rebates

Chairman West entertained a motion to approve the acceptance of the bills.  Commissioner Van Matre moved to accept the payments of the bills which include the county vouchers/warrants, bonds, and the abates/rebates.  Commissioner Johnson seconded the motion.  Following discussion, the motion carried.

Liquor License Transfer

 

Retail Liquor License Transfer

County Clerk Dale Davis presented the retail liquor license transfer from Eden Saloon, Inc. to Wes’s LLC-DBA Eden Saloon.  Chairman West opened the public hearing.  Hearing no comments, the hearing was closed.  Commissioner Kolb moved to approve the request.  Commissioner Wendling seconded the motion.  The motion carried.  

 

Commissioner Comments/Reports

 

Commissioner Wendling

Commissioner Wendling reported that new liaison work is going well.  Commissioner Wendling presented Communities Protecting the Green Update #165 and mentioned that, Communities Protecting the Green President Don Hartley will present a report relative to diverting water, at a future meeting. Commissioner Wendling shared that he listened in on the WCCA Board of Directors conference calls. Commissioner Wendling explained that the commission received a letter from the Wyoming State Forestry Division requesting participation in the Emergency Fire Suppression and the request will be placed on the February 20, 2018 meeting.  Lastly, Commissioner Wendling shared that the irrigation ditch should be realigned soon for the Drop Structure.

Chairman West

Chairman West reported on the Air Service Town Hall meeting he attended as well as his liaison meetings including the Fair Board, and the Specific Purpose Joint Tax Board.  Chairman West further reported that he joined the WCCA Board of Directors conference calls relative to direct distribution and a call by US Representative Cheney introducing a bill to release Wilderness Study Areas.  Chairman West explained that STAR Transit Director Judy Owens submitted a letter requesting to increase their funding and noted that she will present the request during the February 20, 2018 meeting.  Chairman West addressed a letter received from the Town of Wamsutter relative to their request to the Parks and Recreation Board asking for assistance with their park.  Chairman West suggested that Commissioner Kolb look into the request with the Parks and Recreation Board.  Chairman West explained that the Governor’s Office submitted a letter explaining that Senator John Hastert is unable to serve on the Miner’s Hospital Board as long as he is a legislator and has asked for a recommendation.  Commissioner Kolb moved to support Ed Tardoni as being presented to the Governor for the appointment on the Miner’s Hospital Board to serve out the term, and continue the term, of Senator Hastert.  Commissioner Johnson seconded the motion.  The motion carried.  Chairman West explained that he will be attending the 2018 Wyoming County Commissioners’ Association Legislative Conference in Cheyenne.  Chairman West explained that County Clerk Dale Davis brought to his attention that the commission has to pass a resolution for elected official salaries.  Following discussion, the commission supported keeping the salaries the same and requested that Mr. Davis present the resolution, as discussed, at a future meeting.  

 

Commissioner Kolb

Commissioner Kolb reported on liaison meetings he attended which included the Memorial Hospital Finance and Audit Committee meeting, a Memorial Hospital Special meeting, and the Parks & Recreation Board.  Commissioner Kolb shared that he attended the Memorial Hospital Foundation Red Tie Gala and noted that it was well attended.  Commissioner Kolb shared that he spoke with Accounting Manager Bonnie Berry, County Treasurer Robb Slaughter, County Clerk Dale Davis, and Purchasing Manager Marty Dernovich.  Lastly, Commissioner Kolb expressed his appreciation to the Memorial Hospital staff for his recent stay after a vehicle accident and thanked the Castle Rock Hospital Ambulance Service.  

 

Commissioner Van Matre

Commissioner Van Matre expressed his appreciation to the Memorial Hospital staff on his recent visit to the emergency room.  Commissioner Van Matre shared that he and Human Resource Director Garry McLean are assessing the Memorandum of Understanding for Veteran Services.  Commissioner Van Matre reported on the Air Service Town Hall meeting he attended as well as his liaison meetings including the Museum Board and the Golden Hour Senior Citizen Board.  Commissioner Van Matre shared that he spoke with Public Works Director Gene Legerksi, Golden Hour Senior Citizen Director Sheela Schermetzler, Custodial Manager Karen Bailey, and Sweetwater County Weed & Pest Supervisor Dan Madsen.  Commissioner Van Matre also addressed Wilderness Study Areas.  

Commissioner Johnson

Commissioner Johnson read aloud the Facility Report received from Facilities Manager Chuck Radosevich.  Commissioner Johnson reported on the Coalition of Local Governments meeting he attended in regards to the Public Lands Initiative.  Commissioner Johnson shared that he attended the Memorial Hospital Foundation Red Tie Gala.  Commissioner Johnson addressed his concerns relative to the Wyoming County Commissioners Association recent conference call regarding Wilderness Study Areas.  Commissioner Johnson expressed his support opposing the thinning of juniper trees on Little Mountain.  

County Resident Concerns

Chairman West opened county resident concerns.  Hearing no comments, county resident concerns were closed.

Action/Presentation Items

Approve Letter to the Sweetwater County Democratic Party Central Committee Notifying them that a Vacancy Exists in the Office of the Sweetwater County Assessor

Deputy County Attorney James Schermetzler presented the letter addressing the Sweetwater County Democratic Party Central Committee that a vacancy exists in the Sweetwater County Assessor’s Office due to the retirement of County Assessor Pat Drinkle.  Following discussion, Chairman West entertained a motion to approve the letter.  Commissioner Johnson moved to approve the letter dated February 6, 2018 to RJ Pieper, Chairman as presented in the packet and to have all commissioners sign.  Commissioner Wendling seconded the motion.  Commissioner Kolb wanted it noted that Assessor Pat Drinkle resigned, with no further comment, the motion carried.  

Realignment of Board of Directors Area for Weed and Pest

Sweetwater County Weed and Pest Supervisor Dan Madsen presented the current Board of Director Area and proposed changing the boundary area.  Following discussion, Chairman West requested that Deputy County Attorney James Schermetzler review the request and provide information during the February 20, 2018 meeting.  

BLM Application for the Assignment of the Airport Road ROW (WYO370)

Public Works Director Gene Legerski presented the BLM application for the assignment of the Airport Road ROW (WYO370).  Following discussion, Chairman West entertained a motion to approve BLM Form SF299 as presented and authorize the Chairman to sign.  Commissioner Wendling so moved.  Commissioner Johnson seconded the motion.  The motion carried.  

Request Letter of Support for the Southwest Counseling Service Mental Health and Substance Abuse Services Grant Application

Southwest Counseling Services CEO Linda Acker requested a letter of support for the Mental Health and Substance Abuse Service Grant Application.  Following discussion, Commissioner Johnson moved to approve the letter of support dated February 6, 2018 for Southwest Counseling Service’s Mental Health and Substance Abuse Services Grant Application and authorize the Chairman to sign.  Commissioner Van Matre seconded the motion.  The motion carried.  

Request Acceptance of Donated Modular Building from Jonah Energy, LLC to Southwest Counseling Services

Southwest Counseling Services CEO Linda Acker presented a letter from Plan One Architects regarding the evaluation of the modular office building donated by Jonah Energy, LLC to Southwest Counseling Services and questioned if the county would like to accept the donation.  Following discussion, Chairman West entertained a motion to approve the request.  Commissioner Wendling so moved.  Commissioner Van Matre seconded the motion.  The motion carried.  

Approval of the 2018 High Intensity Drug Trafficking Area (HIDTA) Sub-recipient Grant Agreement

Grants Manager Krisena Marchal and Sheriff Lowell presented the 2018 High Intensity Drug Trafficking Area (HIDTA) Sub-recipient Grant Agreement.  Following discussion, Commissioner Kolb moved to approve, and authorize the Chairman to sign in blue, the 2018 High Intensity Drug Trafficking Area Sub-recipient Grant Agreement.  Commissioner Johnson seconded the motion.  Following discussion, the motion carried.  

Request to Replace Vacant Position in the Detention Center

Sheriff Lowell and Human Resource Specialist Brenda Rael requested authorization to replace a vacant position in the Detention Center.  Following discussion, Chairman West entertained a motion to approve the request.  Commissioner Kolb moved to approve the discussed request from the Sheriff’s Office for the Detention Center.  Commissioner Johnson seconded the motion.  The motion carried.
