The Board of County Commissioners met this day at 8:30 a.m. in Regular Session with all commissioners present. The meeting opened with the Pledge of Allegiance.
Approval of Agenda
Chairman West explained that Sweetwater County Weed and Pest Supervisor Dan Madsen requested to re-schedule his item requesting realignment of the Board of Directors Area for Weed and Pest to the February 6, 2018 meeting. Chairman West entertained a motion to approve the agenda as amended. Commissioner Johnson moved to approve the agenda as presented by eliminating Tab C. Commissioner Wendling seconded the motion. The motion carried.
Approval of Minutes December 19, 2017
Commissioner Kolb moved to approve the minutes dated January 2, 2018. Commissioner Van Matre seconded the motion. The motion carried.
Acceptance of Bills
Approval of County Vouchers/Warrants, Monthly Reports, Bonds, and Abates/Rebates
Chairman West entertained a motion to approve the acceptance of the bills. Commissioner Wendling moved to approve the acceptance of the bills which include the county vouchers/warrants, monthly reports, bonds, and the abates/rebates. Commissioner Johnson seconded the motion. Following discussion, the motion carried.

Commissioner Johnson read aloud the Facility Report received from Facilities Manager Chuck Radosevich. Commissioner Johnson explained that, due to realignment of liaisons, Commissioner Kolb might be interested in attending the Sublette County meeting on January 25, 2018 regarding the broadband proposal. Commissioner Johnson reported on the Muley Fanatic open house that he and Chairman West attended regarding wildlife connectivity license plates and questioned if the commission would like to assist in supporting the initiative. Following discussion, the commission expressed support for House Bill 39 – Wildlife License Plates and noted that they will draft a letter in support of the bill. Commissioner Johnson shared that a letter has been prepared to send to Secretary of Interior Ryan Zinke regarding Sweetwater County’s request for assistance in redirecting the BLM Rock Springs Field Office forest management efforts from juniper removal to removing dead and dying timber on the tops of Little and Pine Mountains. Following discussion, Commissioner Kolb moved to re-draft the letter and have the Chairman sign. Commissioner Johnson seconded the motion. Following discussion, the motion carried with Commissioner Wendling voting in opposition.
Commissioner Wendling reported that his liaison work is going well. Commissioner Wendling shared that Joint Communications was concerned, when the Justice Center is complete, as to whether or not they will be able to stay in the C Street building since moving their equipment would be costly and they do not have the funding to relocate. Commissioner Wendling shared a copy of the Communities Protecting the Green River Update #163. Communities Protecting the Green Co-Chair Don Hartley was present to clarify questions regarding water rights.
Chairman West read aloud a letter written by County Treasurer Robb Slaughter addressed to the State of Wyoming Department of Revenue Excise Tax Director Kim Lovett regarding discontinuing the Specific Purpose Tax effective April 1, 2018. Chairman West explained that not all of the entities who received the Specific Purpose Tax have spent their bonded amounts for their projects. Chairman West expressed gratitude to the voters and industries for their generosity over the years. The commission concurred that the Specific Purpose Tax has been great for the cities, towns and county; but the taxpayers and industries need a break and would consider proposed projects for the year 2020. Chairman West shared that he received a letter from WCCA Chief Executive Officer Peter Obermueller regarding Wyo-Link fees explaining that they needed a vote to either pay the fees out of the county budget or have the money taken out of the SLIB monies. Chairman West explained that he voted to have the fees taken out of the SLIB monies. Chairman West explained that he received a letter from Airport Director Devon Brubaker regarding the airport name change. Mr. Brubaker was present to address the organization of the airport board name change. Following discussion, the commission concurred to keep their recent motion supporting the permanent name change of the airport but to leave the board name the same.
Commissioner Kolb reported on the liaison meetings he attended which included the regular Memorial Hospital meeting and the Ambulance Board. Commissioner Kolb shared that he spoke with Public Works Director Gene Legerski.
Commissioner Van Matre
Commissioner Van Matre shared that he wanted to introduce Senator Barraso’s new assistant, Andrew Holcomb but, due to the commission being behind schedule, Mr. Holcomb had to leave the meeting. Commissioner Van Matre reported that he visited the VSO Office and that he, along with Human Resource Director Garry McLean, have reviewed a draft MOU with the Veteran Services Commission at the State. Commissioner Van Matre reported on the liaison meetings he attended including the Airport Board, Parks & Recreation Board, Golden Hour Senior Citizen Board, and the Museum Board. Commissioner Van Matre shared that he spoke with IT Director Tim Knight.
County Resident Concerns
Chairman West opened county resident concerns. Hearing no comments, county resident concerns were closed.

Liaison Appointments for Non-Elected Offices, Departments and Boards
Following discussion, Chairman West made the liaison assignments. Commissioner Kolb moved to accept the appointments as presented for 2018. Commissioner Van Matre seconded the motion. The motion carried.

Parks & Recreation Board Update
Parks and Recreation Board President Rickey Rockey, Board Member Keaton West, and Parks and Recreation Superintendent Chris Bradford provided the commission with an update. Following discussion, the commission expressed their appreciation for the update.
AML Consent for Right of Entry for Project Number 17.6B-BRS-1C
Public Works Director Gene Legerski presented the AML Consent for Right of Way for Project Number 17.6B-BRS-1C. Following discussion, Commissioner Johnson moved to approve AML Project Number 17.6B-BRS-1C as presented by Mr. Legerski and authorize the Chairman to sign. Commissioner Wendling seconded the motion. The motion carried.
Briefing on the 2017 Fire Season and Department Activities
Sweetwater County Fire Warden Mike Bournazian provided a briefing on the 2017 fire season and department activities. The commissioners expressed appreciation for the update.
Request Board of County Commissioners and County Support for the Sweetwater County Fire Department to Host the 2018 Annual Rural Fire Association and the Wyoming Fire Chief Meetings in December
Sweetwater County Fire Warden Mike Bournazian requested Board of County Commissioners and County support for the Sweetwater County Fire Department to host the 2018 Annual Rural Fire Association and the Wyoming Fire Chief meetings in December 2018. The three items addressed for the planning efforts were utilizing Accounting Manager Bonnie Berry to assist with setting up a line item, utilizing Grants Manager Krisena Marchal to set up a project code, and requesting monetary support in the amount of $5,000.00 which would be requested during next year’s budget. The commissioners expressed support for the request.
Approve Letter Agreement with WBI Regarding Involuntary Hospitalization
Deputy County Attorney James Schermetzler presented the agreement with the Wyoming Behavioral Institute regarding involuntary hospitalization. Following discussion, Commissioner Johnson moved to approve the letter of agreement for costs of treatment during involuntary hospitalization proceedings with the Wyoming Behavioral Institute and authorize the Chairman to sign said document. Commissioner Wendling seconded the motion. Following discussion, the motion carried.
Request to Re-Staff Vacant Deputy County Attorney & Prosecuting Attorney Position
County Attorney Danny Erramouspe and Human Resource Director Garry McLean requested authorization to re-staff the vacant deputy county attorney & prosecuting attorney position. Following discussion, Chairman West entertained a motion to approve the request. Commissioner Wendling so moved. Commissioner Kolb seconded the motion. The motion carried.
There being no further business to come before the Board this day, the meeting was adjourned subject to the call of the Chairman.
