January 2, 2018

Green River, WY

The Board of County Commissioners met this day at 8:30 a.m. in Regular Session with all commissioners present. The meeting opened with the Pledge of Allegiance.

Approval of Agenda

Chairman West explained that the County Attorney’s Office recently had an attorney resign and requested authorization to approve adding a contract employee on a temporary basis and authorization to advertise the permanent position. Chairman West entertained a motion to approve the agenda as amended. Commissioner Johnson so moved. Commissioner Wendling seconded the motion. The motion carried.

Appointment of Chairman

Following discussion, Commissioner Wendling moved to nominate Commissioner Reid West for the Chairman for the year of 2018. Commissioner Johnson seconded the motion. The motion carried. Chairman West expressed appreciation for the nomination.

Liaison Discussion

Following discussion, the commission requested to move the liaison discussion to the next meeting.

Approval of Minutes December 19, 2017

Chairman West entertained a motion to approve the December 19, 2017 minutes. Commissioner Wendling moved to approve the minutes dated December 19, 2017. Commissioner Van Matre seconded the motion. The motion carried.

Acceptance of Bills

Approval of County Vouchers/Warrants and Bonds

Chairman West entertained a motion to approve the acceptance of the bills. Commissioner Kolb moved to approve the county vouchers/warrants and the bonds. Commissioner Van Matre seconded the motion. Following discussion, the motion carried.

Commissioner Comments/Reports

Commissioner Van Matre

Commissioner Van Matre explained that, due to the holiday, he did not have a lot to report and wished everyone a Happy New Year.

Commissioner Johnson

Commissioner Johnson read aloud the Facility Report received from Facilities Manager Chuck Radosevich. Commissioner Johnson expressed his disappointment in the response letter from BLM Wyoming State Director Mary Jo Rugwell regarding Sweetwater County’s objection to the removal of juniper trees on Little Mountain. Following discussion, the Commission concurred that they should submit a letter to United States Secretary of the Interior Ryan Zinke.

Commissioner Wendling

Commissioner Wendling wished everyone a Happy New Year and thanked staff for all their work throughout the past year. Commissioner Wendling shared a copy of the Communities Protecting the Green River Update #162.

Chairman West

Chairman West read aloud County Assessor Pat Drinkle’s retirement letter and noted that her retirement would be effective February 3, 2018. Chairman West requested that Deputy County Attorney James Schermetzler research the requirements for declaring the vacancy.

Commissioner Kolb

Commissioner Kolb wished everyone a Happy New Year. Commissioner Kolb reported on the conference call he joined between the Wyoming County Commissioners Association and the Joint Labor, Health and Social Services Committee. Commissioner Kolb explained that there is a committee to investigate the future aspects of the delivery of services with health behaviors; and the State of Wyoming is investigating if it would be a benefit to shift the responsibilities locally or to keep it at the state level. Commissioner Kolb shared that he spoke with Grants Manager Krisena Marchal, and Public Works Director Gene Legerski. Commissioner Kolb shared that he had the privilege of touring the Quantico building in Washington, DC.

County Resident Concerns

Chairman West opened county resident concerns. Hearing no comments, county resident concerns were closed. Chairman West explained that he would re-open resident concerns at the scheduled time as well.

Action/Presentation Items

2018 Newspaper Designee

After hearing a presentation from Green River Star Editor David Martin, Commissioners Johnson and Wendling supported the Green River Star and, due to circulation, Chairman West and Commissioners Kolb and Van Matre supported the Rocket Miner. Commissioner Wendling further shared that, due to technology, he would like to see State Statute changed and he would like to see a more cost effective way to share county legal news. Chairman West entertained a motion to approve the designation to either the Rocket Miner or the Green River Star for the 2018 newspaper for legal advertisement. Commissioner Kolb moved to designate the Green River Star as the official newspaper of record. Commissioner Johnson seconded the motion. The motion carried.

Weed and Pest Board Appointment – due to expiring term of William Taliaferro – Represents Rock Springs, South of I-80 and East of Green River (4 Year Term)-

Following discussion, Chairman West entertained a motion to appoint William Taliaferro to the Sweetwater County Weed and Pest Board for a four-year term. Commissioner Johnson so moved. Commissioner Van Matre seconded the motion. The motion carried.

2018 Conflict of Interest Disclosure

The commission announced that the Board of County Commissioners will complete their individual 2018 Conflict of Interest Disclosure and return them to the County Clerk’s office.

Chairman West called for a break.

County Resident Concerns

Chairman West re-opened county resident concerns. Hearing no comments, county resident concerns were closed.

Action/Presentation Items Continued

AML Consent for Right of Entry to Complete Exploratory Drilling

Public Works Director Gene Legerski presented the Surface Owner Consent for Right of Entry Ingress and Egress AML, Project Number 17.6B-1C. Following discussion, Commissioner Johnson moved to approve, and authorize the Chairman to sign, the Surface Owner Consent for Right of Entry Ingress and Egress AML Project Number 17.6B-1C. Commissioner Wendling seconded the motion. The motion carried.

Ratification of the Contract for iWorQ

Public Works Director Gene Legerski presented the ratification of the contract for iWorQ to ratify the Chairman’s signature on the iWorQ contract. Following discussion, Commissioner Kolb moved to approve the request. Commissioner Johnson seconded the motion. Following further discussion, the motion carried.

Authorization to Advertise Vacant Position in the Attorney’s Office

Deputy County Attorney James Schermetzler explained that an attorney recently resigned and requested authorization to approve adding a contract employee on a temporary basis and authorization to advertise the permanent position. Following discussion, Chairman West entertained a motion to engage Mike Crosson as a contract employee on a temporary basis and allow the attorney’s office and human resources to begin advertising for the replacement of Mr. Bob Reese. Commissioner Kolb so moved. Commissioner Van Matre seconded the motion. The motion carried.

Stop Loss Contract Approval

Human Resource Director Garry McLean presented the stop Loss Contract. Following discussion, Chairman West entertained a motion to approve the request and authorize the Chairman to sign. Commissioner Kolb so moved. Commissioner Johnson seconded the motion. The motion carried.

Chairman West called for a break.

Detention Center Staffing Discussion and Request to Re-Staff Positions in the Detention Center

Sheriff Lowell and Human Resource Director Garry McLean addressed the needs for staffing in the detention center. Mr. McLean and Sheriff Lowell requested to re-staff/re-activate positions in the detention center. Following discussion, Commissioner Wendling moved to approve the two positions. Commissioner Johnson seconded the motion. Following further discussion, the motion carried.

There being no further business to come before the Board this day, the meeting was adjourned subject to the call of the Chairman.
