CHEYENNE – The Wyoming Legislature’s Management Audit Committee met on Dec. 11-12 to consider the Legislative Service Office’s (LSO) Program Evaluation draft report “University of Wyoming: Effectiveness of Block Grant Funding.” The Committee released the report on Monday.
The Management Audit Committee directed staff from the LSO to conduct an audit of the University of Wyoming to evaluate the effectiveness of block grant funding, which has been in existence since the 1990s.
Over the years there has been tension regarding perceived legislative micromanagement and the availability of sufficient information from the University in order for lawmakers to make educated decisions with respect to funding. The Committee’s request was based on overall concerns about accountability and transparency of block grant funds, which was intended to provide the University with flexibility to act quickly and efficiently to meet its institutional needs.
In addition, the Committee has released a scoping paper on the functionality of the Wyoming Online Financial System (WOLFS) and the Internet Budget and Reporting System (IBARS).
