ROCK SPRINGS — The Rock Springs City Council will host its regular meeting on Tuesday, April 7, at 7 pm.

The meeting will take place in the Council Chambers in City Hall, at 212 D Street, however due to the COVID-19 Coronavirus recommendations, the city will be implementing the following measures.

This meeting will be closed to the public, with the following options offered for viewing or participation:

Residents who would like to provide comment on any item in the April 7 agenda are encouraged to submit comments by email to: Comments should be submitted no later than 5 pm April 7.

The Council Chambers will be closed to the public; however, if a resident must appear in person to make comment on a public hearing or under petitions, he or she must not be ill and will be asked to wait in the lobby and watch the live stream meeting on the television recently installed in the area. When the agenda item is up for discussion, a city representative will allow entry into the chambers for discussion on this item only.

The city of Rock Springs thanks its residents for their patience during this unprecedented time for handling local government business with little to no public contact.

During the April 7 meeting, the Council will approve the minutes of the last regular meeting, which took place on March 17, and special meeting minutes for March 11 and March 26.

The Council will open and review bids for its 2020 asphalt overlay and other miscellaneous projects on city streets and its Rock Springs Fire Department headquarters restroom and show renovation project.

For appointments, the Council look at reappointing Derek Robinson to a second term on the Joint Powers Fiber Optics Telecommunications Board.

Under presentations and proclamations, the Council will designated April 7 as National Service Recognition Day and April 2020 at Autism Awareness Month.

The Council will host two public hearings Tuesday night. The first will discuss the Rock Springs Housing Authority’s annual plan and its five-year plan. The second public hearing will review proposed amendments to Rock Springs ordinances within Articles 16-3, 16-5, 16-6 and 16-7.

Under new business, the Council will approve the annual drinking water quality report. According a report from RS Municipal Utility and the Joint Powers Water Board, the “drinking water is safe and meets federal and state requirements.”

The Council will consider numerous resolutions at its meeting. One of resolutions the Council will review, is a resolution accepting and approving a subscription agreement with Citibot, Inc. for the provision of Live Chat, Workflow Management, and Data Analytics, which would allow residents to communicate efficiently with city staff.

Along those same lines, the Council will consider a resolution accepting and approving a subscription agreement with Citibot, Inc. for the provision of SMS “push notifications,” which would allow the city to communicate with its residents as soon as possible regarding important events and issues that arise in its community.
