RS Planning and Zoning Commission approve two home daycare permits; Board informed of a minor site plan for new fitness center

ROCK SPRINGS – There will be two more options for child care as the Rock Springs Planning and Zoning Commission approved two home daycare permits on Wednesday.

Homes in residential areas which meet certain requirements must receive a conditional use permit from the city to make sure issues such as traffic, noise, safety and parking will not be an issue in the neighborhood.

The first request was submitted by Cynthia Rossi for a home daycare at 1093 Truman. Rock Springs City Planner Jennifer Shields reported to the commission it would be for up to 10 children, Monday through Friday from 7 a.m. to 6 p.m. She said Rossi has been approved for other similar permits in the past and has not had any complaints.

Shields  explained the city inspectors also went and did their required inspections and Rossi has received the proper permits from the city inspectors as well.

As the commission looked at the property, the question about fencing around the back yard arose. Shields said homeowners who apply for home daycare permits not only have to get approval from the city but also have to meet requirements and receive permits from the state and the Department of Family Services which also do inspections on the property. Rossi told the commission the DFS requirements involve a very long list of things. The fencing issue is one of those things DFS looks at and makes sure it meets safety requirements.

Shields informed the board if Rossi moves, changes the number of children or the times, she will need to return to the city to get a new conditional use permit. Shields added neighboring residents were contacted and she has not received any calls or complains. The commission unanimously approved the permit.

The second request came from Lori Robertson at 343 Via Assisi for up to 10 children, Monday through Friday from 6:30 a.m. to 5:30 p.m. Shields explained Robertson is another resident who has received similar permits in the past.

The commission was informed Robertson has received the proper permits from the city inspectors and the city has not receive any calls or complaints on the request. It was also again explained if the times, number of children or address changes, she will have to come before the commission and get a new permit.

Robertson’s permit was also unanimously approved with no discussion from the commission.

 

Minor Site Plans

At all the Rock Springs Planning and Zoning meetings, all minor site plans are reported to the commission. Because of the scopes of these projects they are approved at staff level and do not need the approval of the commission.

However, every minor site plan is reported to the commission for the record.

The biggest one on Wednesday is for a new 9,135 square foot fitness center to be located at 240 Bordeaux Blvd. It was submitted by Karen Weidle of Horizon Fitness and is being represented by Choice Engineering Services, Inc.

The second is a change of use for the old Haliburton property at 1709 Elk Street. RS Auto Repair will now be located on the property.
