ROCK SPRINGS – The Red Desert Roundup Parade and other events such as the Bitter Sweetwater Bombshells and International Day malt beverage permits passed while the request for an outdoor event by the Bareback Saloon was defeated.
The request was made from the Bareback Saloon at the first Rock Springs City Council meeting in June. The request was for an outdoor event on Aug. 2 from 4 p.m. to 11 p.m. At that time, the Rock Springs City Council requested more information for the applicant such as a traffic control plan to close the street and more dialogue from neighboring businesses.
The request remained table at the last meeting because the information had not been received. At Tuesday night’s meeting, Mayor Carl Demshar asked if the information they had requested was received or if there had been any dialogue with the applicant. City officials said they had not received the information nor had communication with the applicant.
Councilman Rob Zotti said he had tried to reach out to the applicant and was told she would be out of town until next week.
Despite Zotti’s report, Councilman Billy Shalata said the request has been on the table for a month and it was more than enough time to provide the information the city request. He moved to take it off the table and take action on the request.
Zotti voted to leave the request on the table while the other members of the council voted to remove it from the table. Councilman David Halter was absent from the meeting.
Zotti questioned what it would hurt to leave it on the table until the next council meeting to give the applicant time since the request for the event was not until August. Councilman David Tate agreed with Shalata and reinforced the point it has been on the table for a month which was enough time for the applicant to provide the information.
The motion was made to approve the event. Zotti was the only one who voted for the event again stating he disagreed with it being removed from the table. The rest of the council voted against the event.
Bitter Sweet Bombshells.
The Bitter Sweet Bombshells are preparing for the Superhero SmackDown Roller Derby Bout on July 19 at the Rock Springs Family Recreation Center. For the second bout of the season, the Bitter Sweet Bombshells again requested a malt beverage permit for the bout on July 19 from 5 p.m. until 8 p.m.
Councilman Zotti said he was in favor of the motion but did have some questions for the Bombshells. Zotti spoke about the good job they did at the last meet and even had high praises from the rec center staff. However, Zotti said he has received some concerns from the public about alcohol being in the recreation center and asked how many more times they would be asking for permits.
The Bombshells said this would be the final one for this summer but are hoping to have more home bouts next summer and would probably ask for three or four come next year at the most.
Demshar also noted the professionalism the team showed at the last meet and how well the event was hosted.
The request was passed with Councilwoman Rose Mosbey voting against the request. Mosbey voted against the first request because of the issue of alcohol in the recreation center and again voted no Tuesday night.
Red Desert Roundup Parade Route
The council approved a request from the Red Desert Roundup Rodeo Committee to close most of the downtown area streets on the morning of July 26 beginning at 6 a.m. until approximately noon for this year’s parade. The parade will take place on Saturday, July 26, beginning at 10 a.m.
The staging area for the parade will begin at B and Broadway and then C and Broadway if necessary. They will line both sides of the streets to get started.
The parade route will begin at B and Broadway, heading east on Broadway, under the underpass, continuing on M Street, left on Pilot Butte to K Street; K St. to North Front to Elk; left on Grant to the A Street Overpass.

Other Events
Other events which received approval involving alcohol permits included International Day. The International Day Committee was approved for two malt beverage permits. One on July 11 from 5 p.m. to 10 p.m. and the second for July 12 from 10 a.m. to 10 p.m. both at Bunning Park.
Councilman Tate abstained from the vote.
The Santa Fe Southwest Grill had three requests unanimously approved. The first was for permission to transfer their liquor license to cater the Jim Bridger Power Plant Employee Picnic on July 12, 2014, at Crossroads Park from Noon – 4 p.m.
The second request was for permission to transfer their liquor license to cater OCI’s Service Awards Banquet on Aug. 11 at the Green River Pavillion from 5:30 p.m. to midnight.
The final request was to transfer their liquor license to cater Solvay’s Annual Employee Picnic on July 26 at Pioneer Trails from Noon to 4:30 p.m.
