SWEETWATER COUNTY — During the week of August 24, 2015, the Wyoming Division of Criminal Investigation (DCI), Southwest Enforcement Team (SWET) indicted 35 people stemming from a yearlong drug investigation in Green River, Wyoming. DCI presented information to a Sweetwater County Grand Jury, which had been ordered to preside by 3rd Judicial District Court Judge Nena James.
The Grand Jury indicted 33 of the individuals on State related Drug Charges. 2 of the 35 were earlier indicted through a Federal Grand Jury on Federal Drug charges. This investigation was conducted in cooperation with the Green River Police Department, Rock Springs Police Department, Sweetwater County Sheriff’s Office and the Sublette County Sheriff’s Office.
The 33 individuals are as follows:
Ashley Houchin, 30 formerly of Green River, was charged with 4 Counts of Delivery of a Controlled Substance-Methamphetamine, 11 counts of Conspiracy to Deliver Methamphetamine and 1 Count of Delivery of a Controlled Substance-Xanax.
Denise White, 58 of Green River, was charged with 2 Counts of Conspiracy to Deliver- Methamphetamine.
Lister Travis, 31 of Green River and Flint, Michigan, was charged with Conspiracy to Deliver-Methamphetamine.
Paul Vigil, 43 of Green River, was charged with Conspiracy to Deliver-Methamphetamine.
Courtney Westby, 28 of Rock Springs, was charged with Conspiracy to Deliver- Methamphetamine.
Tiffany Rundle, 31 of Green River, was charged with Conspiracy to Deliver- Methamphetamine and Delivery of a Controlled Substance-Methamphetamine.
Misty Randall, 39 of Rock Springs, was charged with Conspiracy to Deliver- Methamphetamine.
Erika Hill, 25 of Green River, was charged with Conspiracy to Deliver- Methamphetamine.
Connie Hanks, 57 of Green River, was charged with 2 Counts of Conspiracy to Deliver- Methamphetamine.
Antje Fisher, 48 of West Valley, Utah, was charged with Conspiracy to Delivery-Methamphetamine.
Deena Bernal, 39 of Rock Springs, was charged with Conspiracy to Delivery-Methamphetamine.
Randy Britt, 31 of Green River, was charged with 14 Counts of Delivery of a Controlled Substance-Methamphetamine, 16 Counts of Conspiracy to Deliver-Methamphetamine and 1 Count of Delivery of a Controlled Substance-Marijuana.
Anthony Costello, 28 formerly of Green River, was charged with Delivery of a Controlled Substance-Marijuana.
Beau Davidson, 30 of Rock Springs, was charged with Conspiracy to Deliver-Methamphetamine.
Timothy Dow, 23 of Green River, was charged with Conspiracy to Deliver-Methamphetamine.
Peggy Schmidt, 32 of Green River, was charged with Conspiracy to Deliver-Methamphetamine and Delivery of a Controlled Substance-Methamphetamine.
Rusti Estep, 38 of Rock Springs, was charged with Conspiracy to Deliver-Methamphetamine.
Amber Garcia, 28 of Rock Springs, was charged with Conspiracy to Deliver-Methamphetamine. GARCIA had been previously arrested recently on State Charges from DCI and Rock Springs Police Street Crimes Unit resulting from this investigation.
Joshua Bigley, 34 of Rock Springs, was charged with Conspiracy to Deliver-Methamphetamine.
Timothy Kelly, 29 of Reliance, was charged with Conspiracy to Deliver-Methamphetamine.
Stormie Prime, 23 of Green River, was charged with Conspiracy to Deliver-Methamphetamine.
Richard Saiz, 18 of Rock Springs, was charged with Conspiracy to Deliver-Methamphetamine.
Monty Lozier, 38 of Big Piney, was charged with Conspiracy to Deliver-Methamphetamine.
Tawney Steger, 40 of Big Piney, was charged with Conspiracy to Deliver-Methamphetamine.
Marty Ellsworth, 52 of Big Piney, was charged with Conspiracy to Deliver-Methamphetamine
Timothy Gibson, 45 of Green River, was charged with 5 Counts of Conspiracy to Deliver- Methamphetamine.
Thomas Weinel, 33 of Rock Springs, was charged with 4 Counts of Conspiracy to Deliver- Methamphetamine.
Stacey Vernon, 31 formerly of Green River, was charged with Conspiracy to Deliver-Methamphetamine and Delivery of a Controlled Substance-Methamphetamine
Johnnie Reitz, 47 of Green River, was charged with 2 Counts of Conspiracy to Deliver- Methamphetamine.
Dustin Piccolo, 35 of Green River and Price, Utah was charged with 5 Counts of Conspiracy to Deliver- Methamphetamine.
Roy Dow, 26 of Green River, was charged with Conspiracy to Deliver-Methamphetamine and Delivery of a Controlled Substance-Methamphetamine.
Alfred Bramwel, 57 of Green River, was charged with Conspiracy to Deliver- Methamphetamine and Delivery of a Controlled Substance-Methamphetamine.
Tyrel Boniol, 39 of Rock Springs, was charged with 3 Counts of Conspiracy to Deliver-Methamphetamine and 1 Count of Delivery of a Controlled Substance-Methamphetamine.
DCI presented information to a Federal Grand Jury indicting the following:
Kimberly Smith, 33 of Green River, was charged federally with 1 Count of Conspiracy to Possess with Intent to Distribute and to Distribute-Methamphetamine and 2 Counts of Unlawful Possession with Intent to Distribute-Methamphetamine.
Bryan Noyes, 54 of South Jordan, Utah, was charged federally with 1 Count of Conspiracy to Possess with Intent to Distribute and to Distribute-Methamphetamine and 2 Counts of Unlawful Distribution-Methamphetamine.
DCI and local Law Enforcement arrested a substantial number of the above individuals on September 2, 2015. DCI is seeking to arrest the following individuals who have active Arrest Warrants and not yet been located:

Dustin Piccolo, 35 of Green River and Price, Utah.
Stacey Vernon, 31 formerly of Green River.
Deena Bernal, 39 of Rock Springs.
Misty Randall, 39 of Rock Springs.
Courtney Westby, 28 of Rock Springs.
Timothy Dow, 23 of Green River.
Rusti Estep, 38 of Rock Springs.
Antje Fisher, 48 of West Valley, Utah.
Paul Vigil, 43 of Green River.
