ROCK SPRINGS — A brief school lock-out protocol was conducted in Rock Springs on 09-02-15 when a joint agency apprehension team was executing an arrest warrant near Rock Springs Junior High School and Overland Elementary School.
According to a Rock Springs Police Department press release:
On September 2nd, 2015 Officers and Detectives of the Rock Springs Police Department along with Special Agents from the Wyoming Department of Criminal Investigations were involved in an operation serving arrest warrants in Sweetwater County. When the operation drew officers to 1005 Pinto Street in Rock Springs officers contacted Sweetwater School District #1 and requested a School Lock-out Procedure be implemented for Rock Springs Junior High School and Overland Elementary School.

The arrest warrant was served at 1005 Pinto Street where Joshua Bigley (34) of Rock Springs was arrested pursuant to an Arrest Warrant. The arrest was made without incident and Sweetwater School District #1 was notified the concerns police had for the schools had expired. The Lock-out lasted around 15 minutes and RSPD School Resource Officers were present in the schools during the Lock-out Procedure.
A Lock-out Procedure is a procedure in place at Sweetwater School District #1 where School Staff insure all school doors are locked and all students and staff are brought in the building when there is a concern that unauthorized personnel might enter the school facility. The concerns can include crimes occurring in the area, weather related events, or other emergencies.
