ROCK SPRINGS – With new buildings, a new director and a new direction, the Sweetwater County Child Developmental Center is looking at the internal controls of the operations.

At the most recent board meeting  board member Connie Hollin gave a report of what they found in the internal audit. The report presented gave the five biggest concerns and recommendations to address those concerns.

The first major concern was the procedural consistency between the Rock Springs Center and the Green River center. This also included the ever-lasting debate about paper versus electronic. Hollin reported there were several incidents where they found Green River and Rock Springs were totally doing different things.

Also included in this was communication with parents. Hollin said the policy was always to notify parents about any upcoming changes. She explained as they were going through this, the found that in several incidents parents were notified of the changes but not until after those changes had been made.

The recommendation made to the board was to develop new policies and put both centers under one umbrella so Green River and Rock Springs are on the same page.

There were also discrepancies found in teacher/parent relationships and goals for the child. Hollin said they found several incidences when parents concerns were not addressed properly. With the new master plan for the CDC, communication is a major change which will come forward. Several times throughout the meetings board member echoed transparency to employees, parents and the public.

Another concern the board looked into are students goals in a student’s individual educational plan. Hollin said they would find a student would have several different weaknesses but in some incidents there was only one goal on their plan instead of addressing all weakness. Service times and the lack of data were also included in these concerns.

“All of there are very doable,” Hollin said. “I know we are working on these issues with our new strategic plan.”
