ROCK SPRINGS — Sweetwater County School District No. 1’s Board of Trustees issued a statement following its meeting Monday night, with the statement offering little beyond the acts themselves and the district and the board’s chairman declining to comment further.

The board discussed legal and personnel issues in a lengthy executive session at the end of Monday evening’s meeting, after which the board unanimously approved placing Libby on administrative leave, eliminating the assistant superintendent role, and accepting recommendations on two confidential personnel-related issues.

The district’s statement, dated Sept. 14 but issued Sept. 15, doesn’t provide many details beyond what initially took place. The statement says job responsibilities Libby had are being assigned internally to ensure operational continuity and reiterated that while Nicole Bolton will no longer serve as the assistant superintendent following the board’s action, she remains a district employee and is awaiting reassignment.

“These decisions were made after careful consideration of the district’s current needs and its responsibility to provide stable, effective leadership,” Board Chair Cole Wright said. “The board is committed to maintaining continuity of operations and keeping the district focused on serving its students, staff, families, and community.”

The district’s statement also says it will not comment on the underlying discussion or disclose protected personnel information, with the board only providing additional information about the district’s organizational goals and objectives when they’re available.

The move raises questions such as why the board opted to eliminate the assistant superintendent position Monday rather than doing so as part of the 2026-2027 budget it passed earlier this year, if Bolton’s new role will provide the same level of compensation the assistant superintendent position provided, and how long Libby will be on administrative leave. The answers to those questions are not available. Wright told TRN Media he had no further comment when contacted.

“We will rely on press releases throughout the process to communicate,” Wright said.
