GREEN RIVER — The Green River Public Works Department is seeking Green River City Council authorization to apply to the State Loan and Investment Board for a $7.5 million American Rescue Plan Act (ARPA) Grant for the construction of the Wastewater Treatment Plant Replacement Facility project.
The Green River City Council will consider authorizing this application during its meeting at 7.p.m. Tuesday, August 2, at Green River City Hall. This grant would represent 17 percent of the currently expected construction costs, and is expected to be accompanied by a request to increase the City’s existing State Revolving Fund Loans for the project.
According to meeting documents, the construction of the new Wastewater Treatment Plant facility could begin in 2023. The new facility construction is expected to take approximately two years.
Fiscal impacts of the loan would be seen in rate increases for services. As meeting documents state, the rate increases recommended in Cost of Service and Rate Design Study completed in 2017 have already been applied for six years straight. The series of rate increases “will need to continue and be adopted on an annual basis until the debt service for the loans is realized,” the documents state.
A public hearing will be held during the Council meeting on a petition to vacate a 20-foot alley right-of-way that runs from N 1st Street to Center Street in Block 8 of the Original Town of Green River Plat. Sweetwater County is the petitioner.
According to meeting documents, the City cannot find any records documenting the vacation of this alley. The alley has been used, improved and maintained by Sweetwater County since 1965.
Additionally, the Council will consider approval of a Landowner Agreement for the Scott’s Bottom Bank and Habitat Restoration Project. For the last five years, Trout Unlimited has been obtaining grants and raising funds to restore the Riverbank between the FMC Road Bridge and Scott’s Bottom Nature Area. The project will protect the park, stabilize the bridge, and improve fish habitat.
Trout Unlimited has raised enough money to begin construction in the fall. However, for the granting partners to release funds for the projects, the city will need to enter into the landowner agreement which permits the work to be done and ensures their work will be allowed to fulfill its intended purpose during the contract period.
