County detectives determined that on the evening of Sunday, August 21st, Wininger was known to have had a mobile telephone conversation that lasted a little over eight minutes. A short time later, at about 7:41 PM, witnesses observed Wininger’s vehicle, a 2010 Nissan Titan, traveling eastbound on Highway 374 in the Jamestown area at a high rate of speed.

Investigators said that as he passed over Highway 374’s bridge over the Green River, Wininger, who was alone in the vehicle, shot himself.

The vehicle veered off the highway to the left, crashed through a fence, struck two parked vehicles, and came to rest in the parking lot of Williams Field Services.  Local residents who observed the crash notified authorities.

No one else was injured during the course of the incident, authorities said.
