ROCK SPRINGS – On October 8, 2013 Rock Springs Police Department (RSPD) Officers Amanda Clawson and Ken Davis received a complaint from a local business owner regarding banana peels which were consistently deposited near the front doors of his office building located at 400 2nd Street.
The banana peels would only show up on Monday thru Friday before the business opened and only on days when public school was in session. Â It was noted that no banana peel was left on October 4, 2013, which was a day when public school was not in session.
On October 10, 2013, Clawson and Davis were in the 2nd street area at approximately 5:30 AM and noticed a vehicle veer toward the sidewalk in front of the business and then continue west on 2nd Street.
The vehicle observed was a blue Toyota bearing WY registration 4-311 with the last numbers unknown. Â The officers were deploying the RSPD radar trailer when the car was noticed and they were unable to make contact, however observed a banana peel in front of the business.
On October 11, 2013, at 5:20 AM, Officers Clawson and Davis staked out the 400 block of 2nd street and observed no banana peels. At approximately 5:30 AM, a blue Toyota car drove West on 2nd Street, veered to the curbside in front of 400 2nd Street and continued west on 2nd Street. Officers drove onto 2nd Street and observed a banana peel in front of the business.
A traffic stop was conducted on the blue Toyota bearing WY registration 4-31160. The driver was the sole occupant of the car and was identified as Robert Urrutia, 64 years old.  Urrutia was issued a summons for first offense littering.
